About the Role

The Contractors’ responsibilities will include the following:
1. Developing front-end (user interface) and back-end (database) enterprise solutions on a variety of
platforms using mobile-first and test-driven design processes;
2. Conducting analysis, designing and implementing applications to meet user requirements and design
specifications;
3. Participating in database development projects, strategies and methods for complex data models,
providing input to design and implementation of data warehouse architecture;
4. Providing input regarding the most appropriate development tools and database configurations for
applications, coordinating required product upgrades and enhancements;
5. Designing, coding, updating, and maintaining ministry specific applications, recommending and
implementing technology and configuration upgrades and conversions;
6. Implementing repeatable automated processes for building applications, testing, documenting, and
deploying at scales;
7. Ensuring client requirements and priorities are understood and met throughout the life cycle of the
development project;
8. Interpreting client requirements and underlying infrastructure applications, systems, and processes,
and contributing to system design plan; and
9. Collaborating with other teams in and across the organizational agile environment to accomplish
goals.
10. Communicating technical concepts to a non-technical audience to gain consensus on changes to
requirements and specifications.

QUALIFICTIONS AND VENDOR RESPONSES:

1.      Describe the proposed Developers’ qualifications as per section 3.1. Consultant Qualifications of the RFP. The Province is looking for a Solutions Architect with the following qualifications: Program, test, and otherwise support the development and maintenance of systems by:

a.      translating software specifications into code;

b.      documenting technical work;

c.       developing technical reference materials; and

d.      support provision of post implementation maintenance services through liaison with Business Analysts and clients.

2.      Describe the proposed Developers’ qualifications as per section 3.1. Consultant Qualifications of the RFP. The Province is looking for a Solutions Architect with the following qualifications:

a.      Bachelor’s degree in computer science or equivalent experience.

b.      Strong knowledge of agile software development methodologies, preference will be given to Consultants who have Scrum Certification.

c.       Minimum two years’ experience as a Full Stack Developer.
